Ask ECS SF40KB. BIOS ACPI PROBLEM 0.38GHZ

Hi I have this notebook, with an i3 7100u, and the cpu keeps running really slow on 0.38ghz, only when I start the BIOS pressing f7 the computer goes to 2.4ghz. But then when Win 10 starts goes to 0.38ghz again.
I've heard this is an BIOS problem on the ACPI controller. If you could please help me.

I have the bios .bin but i dont know how to install it
