Ask Dell inspiron 5510/5518 213109-1 battery nt charging

Please I need support for Dell inspiron 15 5510/5518 213109-1 battery not charging.
I get message : "the AC power adapter watagw and type cannot be determned . the battery may not charge".
I'm usng the original AC adaptor, I test with on other AC adapter, same message.
I found 19.5V on the power jack output
can somone help me with this issue?
Also can you provide me the "Schematics " and the "boardview"

I change the battery with a new one, as the battery have charge the laptop turn on and still not charging
